Well our shaman CL is a bit busy nowadays cause of his final exams for university. Let's see if he posts a reply. Yet i have 2 litle things to say as an experienced elemental shaman.
Stacking spell penetration gem is not a great thing to do, cause mobs and bosses with efective resistances are very few and less lickely do be nature resist. Try to stack crit and spell damage.
The other is your build, not the best for further raiding. But that's a question of a litle respec.

Hope you don't take it badly, cause you have a pretty good gear and i hope with mine and Shaman CL help you can end to be a top dps to show those mages how it's done.
